Definition: The master person index is a computer application that matches individual records from different data systems. The MPI must facilitate the extract, transform, and load (ETL) processes that bring the data together. The MPI has a database that assigns a unique identifier for each individual found in one or more of the partner agencies’ systems. The MPI database maintains a mapping to the identifiers used in each of the source data systems. The MPI is important for improving data quality (accurate matches), and for facilitating the efficient merging of data from multiple sources.

What it Means: If a state does not have an identifier that is common across all agencies wishing to share data, then a Master Person Index will be required.
